INTERVET Western Balkans was a 3-year pilot project for the internationalization of vocational education and training systems in Western Balkans.

The project aimed at creating opportunities for learning mobility in the training centers of Western Balkans and improving the culture of learning mobility in the field of VET.

6 regional partners were involved in the project: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, the Republic of North Macedonia and Serbia, as well as 8 partners from EU Member States: Italy, Belgium, the Netherlands, France, Malta, Spain, Slovenia and Poland.

Thanks to INTERVET WB, all participants had better access to resources related to international training mobility, and they learned more about already existing opportunities.

DC-VET WB project has been designed to tackle some key challenges faced by VET systems today in Albania, Montenegro, Bosnia Herzegovina and Kosovo in the sectors of Information Technology (IT), electronics and automation sectors with the aim to support VET schools more responsive to the market needs. The increasing globalisation, the digitalization of public and private services and Revolution of Industry 4.0 impose continuous updates on the workers competences. Therefore Vocational Training and Educational Institutes play a crucial role in equipping students with skills and knowledge that meet market demand.

Through this project, the partners aim at setting in motion several initiatives that will allow VET institutes to strengthen their cooperation with companies, to boost internationalisation of education and make the training offer more inclusive.

The general objective is to innovate VET systems in Western Balkans through the exchange of practices and a pervasive capacity building action.

INVEST is a two-year EU project compounds by Spain as coordinator, Italy, Albania, Bosnia and Herzegovina, Montenegro, and Kosovo, that follows these objectives: 

  • To align green and digital skills in vocational training across Albania, Montenegro, Kosovo, and Bosnia and Herzegovina, in line with EU guidelines.
  • To seek to support VET trainers and educators by providing them with the latest green and digital skills and teaching methods to foster a sustainability-focused mindset among students.
  • To work to strengthen the role of VET schools and organizations as centers for ongoing learning and as key players in delivering job-ready skills.

V2V-AL is a country-specific European project, led by Apro Formazione and co-funded by the European Union. The project aims to improve innovation, modernization and internationalization of Vocational Education and Training (VET) schools in Albania.

The partnership consists of four VET schools, two within the European Union and two in Albania.

The logic of the project is based on constant twinning, coaching and support between the countries participating in the European program and the partners from Albania. With a bottom-up approach, each of the two European vocational training institutes will work alongside an institution from Albania in order to accompany it in a process of development of technical, organizational, educational and managerial skills. The international networks EfVET and the Albanian Build Green Group will also be active participants in this important partnership.

The project “Engage, connect and empower youth for a sustainable green future” is focused on two European Youth Goals: quality learning and sustainable green Europe. It aims at implementing a creative strategy in terms of capacity building for the new generation actually facing the problems of tomorrow related to environment degradation, climate change, and sustainability issues. The target group of the project is youth trainers/workers, organizations, young activists in Albania, local/national authorities, and citizens of Albania and Europe.

The project will focus in bringing the EU practices and translate them into tangible tools for youth in Western Balkan in order to fast forward the green transition. The core of the project, capacity building, will be achieved through a critical number of activities, such as ToT, Youth exchanges, toolkits and manuals. These activities will spill over throughout non-formal learning providers benefitting staff, youth, and key stakeholders in the process. Overall, with this project Build Green Group will promote and improve capacity building for youth in important areas such as climate change awareness, environment digitalization, environmental justice, innovation & research, contribution to SDGs, and creation of fruitful partnerships. The topic addressed and activities designed to make the project have a local, national, and EU impact, specifically in bringing EU practices in WB.

Project “Second Chance” brings together experts in inclusive education, textile design and entrepreneurship from Slovenia (Taka Tuka), Sweden (Drivhuset), Egypt (Galala Univeristy), Bosnia and Herzegovina (BRAVO), Albania (Albanian Skills and Albania Craftsman Education). They will work together to empower young people with fewer opportunities to become successful entrepreneurs and upcyclers by providing training, resources, and support, promoting non-formal learning, and contributing to the EU Youth Strategy.

The focus of the project will be to support the development of entrepreneurial skills among young individuals in the field of textile design. This includes providing guidance and mentorship on starting and running a business, financial management, marketing strategies, and other essential skills needed to be successful in this industry. Further, consortium will aim to improve the textile design skills of these young people by offering training and workshops on various aspects of textile design, such as repurposing old clothing items; repairing, altering and upcycling their clothes; creating products using alternative fibers.

Moreover, the consortium also intends to guide these young entrepreneurs towards more sustainable practices in the textile industry, such as upcycling clothes and reducing textile waste. They will educate and raise awareness about the negative impact of fast fashion and the importance of sustainability in the textile industry. The goal is to not only help these young individuals start and grow successful businesses but also to contribute to a more sustainable future for the industry.

Building digital teaching capacities of Vocational Education and Training teachers in Bosnia and Herzegovina and Albania.

Project Background

The project responds to the increasing need for digital pedagogy and expertise in the use of digital tools. Digital transformation is impacting the VET sector and affects the teaching practice of VET teachers, who need to adapt their pedagogical approaches to new challenges and expand their methodological repertoire.

Objectives

In the project, a workshop curriculum will be developed, which aims at equipping VET teachers with the necessary knowledge, skills and competences. The CANDI workshop curriculum will be developed closely together with local VET teachers, considering the needs of VET learners. The workshop will be implemented as blended learning courses in the local languages in Bosnia and Herzegovina and Albania. To conclude the project, a transfer concept will be developed, which considers the experiences, feedback and evaluations gathered during the development and implementation phases of the CANDI curriculum and workshops. The CANDI transfer concept will provide VET schools, which need to build capacities in this area, with a practical guide to develop their own workshops to develop the digital skills of their VET teachers.

The ALLIANCE project (Advancing Learning and Linking Institutions for EU Projects and Networking Cooperation) addresses the structural challenges faced by Vocational Education and Training (VET) providers in Albania and Kosovo, especially concerning internationalization and mobility. Despite progress in VET reforms, both countries lack systemic frameworks to support international cooperation and project development. This project aims to fill this gap by establishing International Offices in selected VET institutions, enhancing their capacity for managing EU projects, mobility programs, and stakeholder collaboration. By fostering institutional development, training VET staff in project management and networking, and creating long-term structures for international engagement, the ALLIANCE project seeks to strengthen the role of VET as a dynamic, attractive, and globally connected sector in the Western Balkans.

The ALLIANCE project is driven by the following core objectives:

  1. Establishing International Offices in VET Institutions
    – To create structured spaces within 5 VET schools (3 in Albania, 2 in Kosovo) that support international project management and mobility coordination.
  2. Enhancing Skills and Competencies of VET Staff
    – To train staff in project management, R&D, digital and green competences, using the DigComp and GreenComp frameworks.
  3. Promoting Knowledge Transfer and Regional Collaboration
    – To enable peer-learning and transfer of expertise between Albanian and Kosovar institutions through joint training, adaptation workshops, and mentoring.
  4. Boosting International Mobility and Cooperation
    – To increase opportunities for student and staff mobility by establishing strategic international partnerships and information support structures.
  5. Supporting VET Modernization and Market Responsiveness
    – To align VET education with European and labor market standards through updated training content and collaborative innovation.
  6. Creating a Sustainable Internationalization Framework
    – To ensure the long-term impact of the project by embedding internationalization practices into institutional strategies and national VET policies.

SkillALB: multiple skills programme for Albanian youth

SkillALB is a comprehensive skills development program aimed at strengthening vocational education and training (VET) in Albania through digital innovation, advanced career guidance services, and entrepreneurship support for young people.

This initiative will create new opportunities for at least 1,500 young people (aged 15-35) attending vocational schools and training centers or seeking job placement and self-employment financing. Additionally, it will engage at least 100 teachers, trainers, and youth workers in training and career guidance activities.

Key objectives:

✔ Strengthening VET institutions by enhancing digital innovation and labor market adaptability.
✔ Improving career guidance services to increase job placement effectiveness.
✔ Expanding training and financing opportunities for young people looking to start their own businesses.

In collaboration with ENGIM, this project will empower Albanian youth with the skills they need to succeed in the labor market and entrepreneurship.

ENTAIL PROJECT

The ENTAIL Project (EntrepreNeurship and digiTal leArning for VET centres In Albania and Kosovo) is an Erasmus+ Capacity Building initiative dedicated to strengthening Vocational Education and Training (VET) systems in Albania and Kosovo. The project focuses on fostering entrepreneurship, enhancing digital learning, and supporting innovation within VET institutions.

Through collaboration between educational organisations, industry stakeholders, and regional partners, ENTAIL equips VET leaders, educators, and learners with the knowledge, tools, and skills needed to respond to evolving labour market demands. By promoting entrepreneurial thinking, digital competencies, and cross-sector cooperation, the project contributes to building more resilient, inclusive, and future-ready VET centres across the region.

V2V-IDEA – VET to VET

V2V-IDEA project aims to support VET in the Western Balkans by promoting inclusion, sustainability, skills development, and professional growth for both learners and educators. It specifically addresses the needs of teachers, facing professional challenges due to limited training access, and of vulnerable students, SEN learners, and NEETs, whose full social inclusion remains a major regional challenge.

By enhancing teacher training, strengthening transversal and environmental skills among learners, and empowering NEETs, the project facilitates their integration into society and the labour market. Through training of trainers, study visits, and observation missions, participants will engage in innovative educational models and best practices for inclusive and sustainable VET, improving both professional competencies and intercultural adaptability. A key component of V2V-IDEA is the promotion of inclusive mobility, ensuring that vulnerable students can access international learning opportunities tailored to their needs.

The project also emphasizes social entrepreneurship as a path to personal and professional fulfilment, equipping participants with the skills to develop socially responsible businesses that contribute to their communities. The capacity-building strategy includes training programs, mentoring, peer support, skills competitions, and professional exchanges between WB and EU partners, reinforcing innovative and tailored learning pathways.

To ensure continuous professional development, it will develop MOOCs, a comprehensive course catalogue and digital training resources. By promoting closer collaboration between VET providers and key stakeholders, V2V-IDEA contributes to a more comprehensive education system, capable of addressing the challenges of the present and of reading trends and prospects of the future, through a multi-level approach. All in all, V2V-IDEA aims to support a more inclusive, sustainable and empowering skills development for all.

Through observation missions and study visits to Western Balkans (WB) countries, as well as professional visits to the EU, participants will gain invaluable insights into best practices and global trends, enriching their learning and professional growth.

Expected results

The main specific objective of V2V-IDEA is to support a more inclusive, sustainable and empowering skills development for all, having as main target groups VET teachers, learners and graduates, especially the most vulnerable. The project will be centred on two key dimensions: 

  1. School environment: by improving awareness and knowledge of teachers regarding inclusive, relational and sustainable practices they will become active drivers of change and social innovation within VET centres, with positive spill-over effects on learners and schools in general. All students, including the most vulnerable, will be offered better understanding, paired with more inclusive and sustainable opportunities – innovative classes, sustainable practices to put in place, inclusive mobility opportunities – helping them feeling as active actors in making the school a better place to stay and grow;
  2. external world / world of work: by strengthening teachers’ and managers’ competences on skills categories, skills intelligence, WBL system, professional development, circular economy and social entrepreneurship principles for a more sustainable access to labour market in a rapidly evolving society, learners will feel empowered, more adapt and ready for external world and its challenges. Students, but also graduates – and among them the most vulnerable, such as NEETs – need to be given opportunities to improve and prove their skills, both technical and life/transversal, with a competent and efficient support so to feel strengthened and motivated within and beyond their profession

Through these activities, the project seeks to empower individuals, encourage innovation, and promote inclusive, sustainable growth across Europe and beyond.
